Brazil has made a significant move toward harnessing its offshore wind potential with the signing of Bill No. 576/2021 by President Luiz Inácio Lula da Silva. This legislation not only inaugurates Brazil's offshore wind sector but also opens up a wealth of opportunities for Chinese wind energy companies.

Currently, Brazil ranks sixth globally in installed wind power capacity. As of December 2024, there are 103 offshore wind farm projects awaiting approval, with a collective potential capacity of approximately 244.6 GW. The World Bank estimates that Brazil's coastal wind energy resources could support a maximum installed capacity of up to 1,200 GW. Of this potential, 480 GW is located in waters less than 50 meters deep, while the remaining 748 GW is situated in deeper offshore areas. The new bill establishes a regulatory framework for the development of offshore wind energy in Brazil, defining the maritime zones suitable for such projects and ensuring that affected communities are consulted before project implementation.

Several Chinese companies have already made strategic investments in Brazil's wind energy market. Goldwind, for instance, has partnered with local Brazilian renewable energy firm Enteral Energia to build and operate a hybrid tower factory that was commissioned in 2024. The company is also considering establishing a second wind turbine assembly plant in Rio Grande do Sul, Brazil. Additionally, CGN's TN wind power project, which commenced operations on May 30, 2023, is projected to generate 720 million kilowatt-hours of electricity annually, enough to power 430,000 Brazilian households.

This new legislation is expected to incentivize offshore energy projects and stimulate job creation within the sector, paving the way for a robust offshore wind industry in Brazil.
