On August 6, the National Development and Reform Commission, the National Energy Administration, and the National Data Bureau recently issued the Action Plan for Accelerating the Construction of a New Power System (2024-2027). The plan proposes to focus on nine special actions in 2024-2027 to promote the construction of a new power system in order to achieve tangible results. Among these actions is the implementation of several computing power and electricity collaboration projects. This includes overall planning for data center development needs and new energy resource endowments, as well as scientific integration of source, load, and storage resources. Additionally, there will be coordinated planning and layout of computing power and power infrastructure.

The plan also aims to explore a "green electricity aggregate supply" model for nearby power supply, aggregate trading, and local consumption of new energy. It seeks to integrate and adjust resources while improving the level of collaborative operation between computing power and electricity. Furthermore, it aims to increase the proportion of green electricity in data centers while reducing the demand for grid support capacity.

In addition, efforts will be made to explore stable supply modes for green electricity by combining solar thermal power generation with wind power and photovoltaic power generation. There will also be a focus on strengthening the recovery and utilization of waste heat resources in data centers in order to meet the heat needs of surrounding areas.
